Borehole Registration as per new Water Act

The Water Resources Management Act, Act 11 of 2013, came into effect on 29 August 2023. This Act prescribes that all boreholes need to be registered within a certain timespan – 18 months from inception. The NAU has repeatedly followed up with the Ministry of Agriculture, Water and Land Reform to ensure we provide the correct information to our members. We are relieved to say that the first round of discussions confirmed the following:

  • All boreholes need to be registered – this includes boreholes in use, not in use and dry boreholes.

  • If a landowner can confirm that a borehole was registered with the department, there is no need to apply for re-registration.

  • Please contact 061 208 7148 / 7126 to obtain the registration number of a certain borehole, if you do not have this number. Please provide as much information as requested by the attached Borehole Data Collection Sheet.

  • If you have previously applied for a borehole drilling permit and were issued with a borehole registration number but did not provide all required information to the department, the borehole may have a completion report and a WW number but will not have been registered on the Ministry’s database, due to a lack of data. You are encouraged to submit the complete set of data per borehole. (See Borehole Data Collection Sheet)

  • Attached please find:

    • WA03 (Application for License to abstract and use water) and

    • WA04 (Application for Borehole License)

as well as an Excel sheet capturing all relevant information for registering a borehole.
